आर्थिक संकट व राजनीतिक अस्थिरता के बीच श्रीलंका में संविधान संशोधन के जरिये राष्ट्रपति के मुकाबले संसद को ताकतवर बनाने की कवायद जारी है। सूत्रों के अनुसार 21वें संविधान संशोधन को लेकर चल रहे गतिरोध को खत्म करने के लिए प्रधानमंत्री रानिल विक्रमसिंघे ने बुधवार को सत्तारूढ़ श्रीलंका पोडुजना पेरामुना (एसएलपीपी) के नेताओं से मुलाकात की है।
विक्रमसिंघे ने रविवार को 21वें संविधान संशोधन की वकालत करते हुए कहा था कि इससे संसद के मुकाबले राष्ट्रपति की असीमित शक्तियों पर अंकुश लग सकेगा। 21वें संविधान संशोधन को 20ए की जगह लाया जाना है, जिसके तहत राष्ट्रपति गोटाबाया राजपक्षे के पास संसद से अधिक शक्तियां हैं। दरअसल, 20ए को 19वें संशोधन को रद कर लाया गया था, जिसमें संसद के पास अधिक शक्तियां थीं। अब फिर से संसद के पुराने गौरव को वापस लाने के लिए संशोधन की बात की जा रही है।
गत दिनों सत्तारूढ़ एसएलपीपी पार्टी द्वारा वर्तमान स्वरूप में 21वें संविधान संशोधन का विरोध करने से प्रस्ताव कैबिनेट के समक्ष पेश नहीं हो सका था। उधर, श्रीलंका के लोग राष्ट्रपति के खिलाफ लगातार धरना दे रहे हैं। विक्रमसिंघे को प्रधानमंत्री के तौर पर राष्ट्रपति गोटाबाया राजपक्षे ने नियुक्त किया था। दरअसल राष्ट्रपति के ने बड़े भाई महिंदा राजपक्षे ने पीएम के पद से इस्तीफा दे दिया था।

सोमवार की शाम को हुई बैठक में राष्ट्रपति ने सत्तारूढ़ श्रीलंका पोदुजना पेरमुना (एसएलपीपी) के सांसदों से कहा कि वह पूरी तरह 21ए के समर्थन में हैं। सूत्रों के अनुसार, बेसिल के समर्थक माने जाने वाले कुछ सांसदों ने विक्रमसिंघे से कहा है कि आर्थिक संकट के इस दौर में संवैधानिक सुधारों की अपेक्षा लोगों को आर्थिक राहत देना ज्यादा जरूरी है।
