देश की राजधानी दिल्ली में नई आबकारी नीति के तहत अब ड्राई डे की संख्या घटा दी गई है। पहले 21 दिन ड्राई डे होते थे लेकिन अब सिर्फ 3 दिन ही ड्राई डे रहेगा। अब सरकार ने इसके लिए नया नियम लागू कर दिया है। सरकार के इस फैसले पर जाम छलकाने वालों में खुशी की लहर आई है।
दिल्ली आबकारी नियम 2010 के प्रावधानों के तहत सरकार की ओर से दिए गए आदेश में कहा गया है कि लाइसेंस प्राप्त शराब और अफीम की दुकानें गणतंत्र दिवस, स्वतंत्रता दिवस और गांधी जयंती को बंद रहेंगी। आबकारी विभाग का कहना है कि ड्राई डे के दौरान l15 लाइसेंस वाले होटल संचालक अपने कमरों में मेहमानों को शराब दे सकेंगे।
दिल्ली सरकार ने बीते साल 2021 में नवंबर महीने में नई आबकारी नीति को मंजूरी दी थी जो 17 नवंबर को लागू हुआ। आदेश में कहा गया है कि सरकार इन तीन ड्राई डे के अलावा साल में किसी भी दिन को समय-समय पर ड्राई डे घोषित भी कर सकती है। बता दे कि न्यू एक्साइज पॉलिसी में नए नियमों में बदलाव किया गया। एक्साइज पॉलिसी के तहत हर वार्ड में तीन से चार शराब की दुकानें खुल रही है।
79 पहले ऐसे वार्ड थे जहां एक भी शराब की दुकान नहीं थी। बीते साल तक होली, दिवाली, जन्माष्टमी, मोहर्रम, ईद उल जूहा, गुड फ्राइडे, रामनवमी, महावीर जयंती, बुद्धपूर्णिमा, महर्षि वाल्मीकि जयंती, गुरु नानक जयंती, दशहरा समेत अन्य त्योहारों पर ड्राई डे होता था। अब 3 दिन 15 अगस्त 26 जनवरी और 2 अक्टूबर को ही ड्राई डे रहेगा।
दिल्ली सरकार के इस फैसले पर बीजेपी और कांग्रेस की प्रतिक्रिया भी सामने आई। अरविंद केजरीवाल ने सरकार की आलोचना करते हुए आरोप लगाया कि इस कदम का उद्देश्य राजधानी में शराब को बढ़ावा देना है। वहीं सरकार के इस फैसले का दिल्ली में पर्यटक उद्योग उद्योग ने स्वागत किया। नेशनल रेस्टोरेंट एसोसिएशन ऑफ इंडिया के अध्यक्ष कबीर सूरी ने कहा कि हम इस फैसले का स्वागत करते हैं।
कबीर सूरी का कहना है कि इस फैसले से कस्टमर और व्यापारियों को फायदा होगा। यह व्यापारियों को उस नुकसान से बचाएगा जो पहले ड्राई डे के कारण होता था। वहीं दिल्ली प्रदेश कमेटी के उपाध्यक्ष मुदित अग्रवाल का कहना है कि सरकार के इस फैसले का विरोध करेंगे। सरकार को मनमाने ढंग से काम नहीं करने दिया जाएगा।
