Electoral Bonds: भारत सरकार (Government of India) ने बुधवार को चुनाव बॉन्ड election bonds) के 21वें चरण के लिए अपनी मंजूरी दे दी। इसकी 1 जुलाई से बिक्री शुरू हो जाएगी। आपको जानकारी के लिए बता दें कि चुनावी बॉन्ड का इस्तेमाल राजनीतिक दलों को चुनावी चंदा देने के लिए किया जाता है। भारत सरकार ने देश के सबसे बड़े सरकारी बैंक भारतीय स्टेट बैंक (State Bank of India) एसबीआई (SBI) को ये अधिकार दिया है।
एसबीआई की इन शाखाओं से होगी बिक्री
केंद्रीय वित्त मंत्रालय ने एक बयान में कहा कि एसबीआई (SBI) अपनी 29 अधिकृत शाखाओं के जरिये 1 से 10 जुलाई तक चुनावी बॉन्ड की बिक्री और इनके लिए भुगतान करेगा। एसबीआई की लखनऊ, शिमला, देहरादून, कोलकाता, गुवाहाटी, चेन्नई, पटना, नई दिल्ली, चंडीगढ़, श्रीनगर, गांधीनगर, भोपाल, रायपुर और मुंबई शाखाओं द्वारा चुनावी बॉन्ड की बिक्री की जाएगी।
सरकार ने क्यों जारी किया चुनावी बॉन्ड
चुनावी बॉन्ड को देश के प्रधानमंत्री नरेंद्र मोदी के नेतृत्व वाली सरकार के अनुसार किसी पार्टी को किए गए सभी दान को जनता के सामने दान देने वाले के विवरण को उजागर किए बिना बैलेंस शीट में शामिल किया जाए। यह सुनिश्चित करने के लिए चुनावी बॉन्ड पेश किए गए। सरकार ने कहा कि चुनावी बॉन्ड चुनावों के फंडिंग के लिए काले धन के इस्तेमाल पर नजर रखेंगे। इसके साथ ही सरकार का यह भी कहना है कि चुनावी बॉन्ड की अनुपस्थिति में, दान करने वालों के पास अपने बिजनेस से पैसे निकालने के बाद नकद दान करने के अलावा और कोई विकल्प नहीं होगा।
किस आधार पर ले सकते है राजनीतिक चंदा
चुनावी बॉन्ड को फाइनेंशियल बिल (2017) के साथ पेश किया गया था। 29 जनवरी, 2018 को नरेंद्र मोदी के नेतृत्व वाली एनडीए सरकार ने चुनावी बॉन्ड योजना 2018 को अधिसूचित किया। इसके साथ ही आपको बता दें कि जिन राजनीतिक दलों को लोकसभा और विधानसभा के चुनावों में कम से कम एक फीसदी मत मिले हो, वह राजनीतिक पार्टियां ही चुनावी बॉन्ड के रुप में चंदा की राशि को ले सकती है।
