Punjab: 24 सितम्बर को एनजीटी अध्यक्ष न्यायमूर्ति एके गोयल की अध्यक्षता वाली पीठ ने पंजाब सरकार पर 2180 करोड़ रुपयों का जुर्माना लगाया था। इस जुर्माने को पंजाब सरकार ने एक साथ भरने के लिए हाथ खड़े कर दिए हैं। यह जुर्माना पंजाब पर तरल कचरे के निपटान में सक्षम नहीं होने के लिए पर्यावरण मुआवजे के रूप में लगाया गया था। सूत्रों के मुताबिक सरकार मामले को फिर से एनजीटी के पास ले जाने और कुल राशि का एक तिहाई भुगतान करने की तैयारी कर रही है। सरकार शेष राशि का भुगतान करने के लिए एनजीटी से 6 महीने का समय मांगेगी।
100 करोड़ रुपये कर चुके हैं जमा
यह जुर्माना पंजाब सरकार पर यह कहते हुए लगाया गया था कि “सुधारात्मक कार्रवाई के लिए अनिश्चित काल तक इंतजार नहीं किया जा सकता है और स्वास्थ्य संबंधी मुद्दों को लंबे समय तक नहीं टाला जा सकता है। ” एनजीटी ने 2180 करोड़ रुपये का जुर्माना लगाया था, जिसमें से 100 करोड़ रुपये राज्य सरकार ने जमा करवा दिया था। न्यायाधिकरण ने राज्य सरकार को 2080 करोड़ रुपये जमा करने के लिए दो महीने की समय सीमा दी थी। एक महीने से ज़्यादा समय बीत चुका है, लेकिन वित्त विभाग ने कहा है कि “उनके पास भुगतान करने के लिए इतनी राशि नहीं है। “

यूपी पर भी लग चुका है 100 करोड़ का जुर्माना
सरकार ने अन्य राज्यों के बारे में जब जांच की तो पाया कि कई राज्य केवल एक तिहाई राशि का भुगतान कर रहे थे। जिसके बाद सरकार ने वित्त विभाग से 750 करोड़ रुपये की मांग करने का निर्णय लिया है। इससे पहले एनजीटी ने राजस्थान सरकार को ठोस और तरल कचरे के अनुचित प्रबंधन के लिए पर्यावरणीय मुआवजे के रूप में 3,000 करोड़ रुपये का भुगतान करने का आदेश दिया था। एनजीटी यूपी पर भी 100 करोड़ रुपये का जुर्माना लगा चुका है।
